Public bug reported:

As the existing "cpuinfo_cur_freq" and "scaling_cur_freq" interfaces can
be a bit unreliable, backport the following series:

[1]:
https://lore.kernel.org/all/20250131162439.3843071-1-beata.michal...@arm.com/
[2]:
https://lore.kernel.org/all/20250131155842.3839098-1-beata.michal...@arm.com/
[3]:
https://lore.kernel.org/all/20240827154818.1195849-1-ionela.voine...@arm.com/
[4]:
https://lore.kernel.org/all/20250220091015.2319901-1-beata.michal...@arm.com/

These add support for a new "cpuinfo_avg_freq" sysfs attribute that we
can rely instead to obtain CPU frequency readings.

[1] and [2] are what we really want; [3] we need to take as a
dependency, and [4] we should take as a fix.

** Affects: linux-nvidia (Ubuntu)
     Importance: Undecided
         Status: New
