Looks like the linked patch will be available in pcs 0.12.0, which is not yet available in Debian. Since it adds a new feature, I would be doubtful it could be considered for SRU.
As to the cockpit plugin, I'm guessing what you're referring to is cockpit-ha-cluster? https://packages.fedoraproject.org/pkgs/pcs/cockpit-ha-cluster/ I'm not spotting cockpit-ha-cluster in the archive, so presumably the next action would be for it to be packaged/debianized and pulled into the Ubuntu universe archive.
