Public bug reported:

After rebooting into the new 6.11 HWE kernel, my external monitor stayed
blank. Unplugging/replugging the monitor, or rebooting, sometimes (in
about 1 out of 4 cases) fixes the problem.

Note the monitor seems to be detected, because my desktop is extended
into that (now invisible) region and windows placed on that extended
desktop.
