The Ubuntu LTS releases provide two "tracks" for kernel updates via meta packages, GA (linux-generic) and HWE (linux-generic-hwe-<lts_release>). Prior to point releases the Kernel Team will "roll" the HWE meta to the backport of the most recent series, so for 24.04.2 the meta package "linux-generic-hwe-24.04" was updated to depend on the linux-hwe-6.11 binaries (https://packages.ubuntu.com/noble-updates/linux-generic- hwe-24.04).
Therefore it's a choice of the people responsible for building images whether the GA or the HWE meta is installed. We always keep updating both "tracks" as server users usually prefer to stay on the GA kernel.
