Public bug reported: I just downloaded and installed last version of Linux Mint 22.1
And it flickers randomly - but regularly - as mentioned for instance in bug report https://bugs.launchpad.net/ubuntu/+source/linux/+bug/2062951 I applied the corrections mentioned above (intel_iommu=igfx_off i915.enable_dc=0 i ntel_idle.max_cstate=2) and nothing changes...
