I have created a 'wishlist' bug in the Debian BTS to reinstate these
tools in an optional package:

But this will _not_ solve the question of tracking failed logins because
they are not likely to get stored in the old files in future, so this
would only help for querying OLD log files. I think we are advised to
look in other log files to track failed logins and indeed that btmp
wasn't a reliable way of tracking all failed authentication attempts
anyway.
