Similar to vbspam's comment, for the bug I reported at https://bugs.launchpad.net/ubuntu/+source/linux/+bug/2092460 the only difference was the kernel version, selecting in grub versions back and forth did trigger or not the bug.
In recovery mode, the two password prompts work fine, and I can select "resume" and GNOME comes up. This leads me to suspect it is primarily a UI issue.
