Hi and thanks for your report. I can't find a direct link between all these reports, or at least not one that points towards openssl. In particular, GCC does not use openssl which means that crashes in GCC cannot be explained by problems in openssl.
Since it looks like there may be a single issue nonetheless, it should be an issue elsewhere and I think analysis by the github team will be valuable here as they should be familiar with the changes that were integrated in that container update while released Ubuntu versions change very little over time.
