I'll review this for noble-proposed, but added a block tag to prevent it
from hiting the updates pocket as we can't have such an update in such
short notice in the point release. It will unblock the snapd from
running tests with noble-proposed at least, so I think it's still a step
forward. And it can become a normal SRU after the noble point release.
