"why is there no way to indicate to APT that SNAP handles this package?" I think there should be no way:). Snap pc-kernel has own firmware files on read-only file system. Probably the developers forgot about the wireless-regdb package's relation to the snap kernel at last update, and there can be some other packages too. Well snap kernel is on very early stage, this kind bug is normal.
