Public bug reported:

In Lubuntu 24.04

$ xrandr
Screen 0: minimum 320 x 200, current 2560 x 1536, maximum 16384 x 16384
   1920x1080     60.00*+  50.00    59.94    60.00

With monitor physic resolution being 1920x1080, after running command

xrandr --output HDMI-1 --mode 1920x1080 --panning 2560x1536 --scale 1x1

to change resolution to large resolution 2560x1536, the taskbar is
floating in the middle of the screen at 1920x1080 position and doesn't
go to the bottom. If started with lower resolution and then scale to
larger one, this taskbar is also stuck at the same position. It appears
that LXQt limits the position at maximum monitor resolution.

** Affects: lxqt-panel (Ubuntu)
     Importance: Undecided
         Status: New
