as of 24.10, `last` was removed, and we haven't received a bug report
from anyone about `radlast` failing. also filed upstream bug with debian
that `wtmpdb` doesn't fulfill the same expectations as `last`

talking with mwhudson and others, `wtmpdb` doesn't fit into Ubuntu's
plans at this time. There isn't a need to pursue a MIR in this case due
to upstream allowing building of `freeradius-utils` without `radlast`,
`wtmpdb` failing to fulfill the place of `last` for `freeradius`, and
`wtmpdb` use not currently in the plans for Ubuntu.
