If you go to https://tracker.debian.org/php-db, you'll notice that there
is a single RC bug open. I've linked that bug to this bug, because

Like Ubuntu, Debian blocks migration to testing if a package has a
failed autopkgtest, or an RC bug. Given the context that the RC bug was
filed a month and a half ago, read this part of the Debian Developer's
Reference: https://www.debian.org/doc/manuals/developers-
reference/pkgs.html#non-maintainer-uploads-nmus

Specifically:

> Unless you have an excellent reason not to do so, you must then give some 
> time to the maintainer to react (for example, by uploading to the DELAYED 
> queue). Here are some recommended values to use for delays:

>  - Upload fixing only release-critical bugs older than 7 days, with no 
> maintainer activity on the bug for 7 days and no indication that a fix is in 
> progress: 0 days

Not only can this patch be forwarded, it's a best practice of Ubuntu
Development to forward this patch to Debian. Additionally, you should
find a Debian Developer to do a 0-day Non-Maintainer Upload with your
patch.

This is all assuming you can prove the patch does indeed fix the issue.
