This changes /lib to /usr/lib, /bin to /usr/bin and /sbin to /usr/sbin in several places in the Makefile. - d/s390-tools.install: - Add new tool pvimg, since genprotimg and others are now under pvimg and update existing paths. - Remove usr/lib/ from d/s390-tools.install.s390x, because it became too generic with the DEP-17 changes and attempts to install files twice.
