** Description changed:

  [ Impact ]

Currently, the built-in NVM is loaded because Qualcomm hasn't released
correct NVM files until recently. This results in poor bluetooth
  performance.

Firmware finally landed in upstream linux-firmware:

  https://git.kernel.org/pub/scm/linux/kernel/git/firmware/linux-
  firmware.git/commit/?id=77a11ffc5a0aaaadc870793d02f6c6781ee9f598

  Required kernel patch:

https://lore.kernel.org/all/20241116-x13s_wcn6855_fix-v2-1-c08c298d5...@quicinc.com/

  [ Test Plan ]

Boot and check that the new firmware is loaded and that bluetooth connections
can be established.
  dmesg:
- [ 6.159831] Bluetooth: hci0: QCA Downloading qca/hpbtfw21.tlv
+ [ 13.306736] Bluetooth: hci0: QCA Downloading qca/hpbtfw21.tlv
+ [ 13.962393] Bluetooth: hci0: QCA Downloading qca/hpnv21.b8c

[ Where Problems Could Occur ]

Kernel patch specific to QCA bluetooth driver. New firmware that is only
loaded on specific Qualcomm HW. Should not affect any other users.
