I just identified the package where the ding.js belong to, and removed it with
$ apt remove gnome-shell-extension-desktop-icons-ng
that solved the problem for me.

I decided to check with your "disable", and installed the package again. Then I 
logout/logged back to activate it.
Now ding.js does NOT take cpu time! It usually takes 0% now, while it took 
around 100% cpu before!

I added some files and folders to my empty ~/Desktop, and still have no
this bug anymore. Then I rebooted OS and still have no problem.

P.S. I remember there was desktop icons blinking after ubuntu
installation, thats why I removed all files from ~/Desktop immediately,
before identifying and removing the package (there were only a few
files\folders).

Note, I did not file this bug, I filed dublicate of this bug. May be the
author of this bug can recheck, what stuff he has in ~/Desktop.
