Indeed Ubuntu 18.04 (bionic) reached end-of-standard-support on May 31, 2023, 
which makes this a "Won't Fix".

While the correct kernel graphics driver is loaded (gma500 /
gma500_gfx), it looks like the Xorg driver for accelerated graphics
support only existed in Ubuntu 8.04 (yes from 2008):

So you should not expect any working graphics driver for GMA500. But you
should be able to use a 32-bit Linux installation with software-rendered
graphics just fine.
