Public bug reported:

Any attempt to use snapper during a btrfs quota rescan causes snapperd
to write a single line 200000 times per second to /var/log/snapperd.log

The line:
"2025-01-03 12:10:19 WAR libsnapper(99648) BtrfsUtils.cc(quota_rescan):474 - 
waiting for old quota rescan to finish"

This needlessly consumes CPU, disk space (24MB/s or 86GB7h), and wears
the SSD.
