Public bug reported:
Any attempt to use snapper during a btrfs quota rescan causes snapperd
to write a single line 200000 times per second to /var/log/snapperd.log
The line:
"2025-01-03 12:10:19 WAR libsnapper(99648) BtrfsUtils.cc(quota_rescan):474 -
waiting for old quota rescan to finish"
grep "2025-01-03 12:10:20 WAR libsnapper(99648) BtrfsUtils.cc(quota_rescan):474
- waiting for old quota rescan to finish" snapper.log | wc
207935 2703155 23912525
This needlessly consumes CPU, disk space (24MB/s or 86GB7h), and wears
the SSD.
BTRFS running a quota scan:
# btrfs quota rescan -s /
rescan operation running (current key 233828753409)
