Public bug reported:
The default Xubuntu wallpaper is not loaded in Xubuntu 25.04 with
Xfdesktop 4.20.0. Observations:
1. The default Xfce wallpaper is loaded when Xubuntu 25.04 daily boots.
2. Opening the desktop preferences displays the default Xubuntu wallpaper as
the current selection.
3. Selecting another wallpaper then returning to the default fixes the issue.
Note: The default Xubuntu wallpaper is a symbolic link:
/usr/share/xfce4/backdrops/xubuntu-wallpaper.png ->
/usr/share/xfce4/backdrops/xubuntu-development.png
