[ Impact ]

This patch series introduce support for Arrow Lake U/H platforms.

[ Test ]

1. Boot the kernel on Arrow Lake platforms

2. The /sys/kernel/debug/pmc_core directory should exist.

3. Running the S0ixSelftest Tool. The tool should report that:

    1) "The pmc_core debug sysfs files are OK on your system." and
    2) "Your system achieved the deepest S0ix substate!"

[ Where the problems could occur ]

Arrow Lake processors won't be able to enter S0ix if this patchset goes
wrong, but it doesn't work from the beginning anyway. This patchset also
does minor refactoring for power management functions on other Intel
processors. There'll be regression risk if this is not done correctly.
