A sync of 3.2.6+dfsg1 from Debian is in plucky-proposed. running the
reproducer:

1. lxc launch ubuntu-daily:plucky
2. edit /etc/apt/sources.list.d/ubuntu.sources to include proposed
3. apt install freeradius
4. installed 3.2.5
5. run reproducer -- definitely reproduces
6. stop freeradius
7. apt install -t plucky-proposed freeradius
8. upgrades to 3.2.6
9. run reproducer -- returns properly and doesn't keep sending duplicate 
requests.

I'll grab the commit from 3.2.6 in plucky and prepare backports to
Oracular and Noble. I'll also check to see if this affects other
versions
