Ubuntu 23.04 (lunar) reached end-of-life on January 25, 2024.

We appreciate that this bug may be old and you might not be interested

latest Ubuntu version and re-test. If you then find the bug is still
present in the newer Ubuntu version, please add a comment here telling
us which new version it is in.

Ubuntu 23.04 is EOL thus the errors you experienced

Ubuntu 23.04's supported upgrade path was to 23.10
(https://help.ubuntu.com/community/ManticUpgrades); however Ubuntu 23.10
(mantic) is now also EOL so that upgrade path is gone.

Your supported upgrade paths are gone, you can refer to
https://help.ubuntu.com/community/EOLUpgrades which does mention
"Unsupported upgrades" which are a more manual process, which is the
upgrade path now for Ubuntu 23.04 outside of re-install.

In future; upgrade prior to EOL, or in the six months after EOL, as
after that period you risk being in the unsupported upgrade path you're
now in (unless the next release is a LTS, then you have longer).
