I guess that splunk is shipping its own libraries somewhere in
/opt/splunk but somehow they're not being used. I'm not familiar with
splunk at all and I don't know how they integrate with the system:
LD_LIBRARY_PATH, some other ld.so config, or maybe there's a special
environment to run? I can only guess. You should probably ask splunk
instead as it's probably a situation several splunk users have already
encountered.

Also, Ubuntu has mobed away from openssl 1.1 (the latest in the 1
branch) because it has reached EOL upstream, which directly impact its
maintenance.
