The interim fix was this:

edit: /etc/default/grub
add/edit line: GRUB_CMDLINE_LINUX="pci=realloc=off"
run: update-grub
reboot

There are numerous articles on this in the past and this was one of the
2 fixes that resolved the issue.  The other fix was to adjust a
virtualization setting that my BIOS didn't have.  I ended up moving this
card back into my lab server and picked up an Intel X710 card that
doesn't have this issue.
