Thanks for reporting. Looks like the PPA hasn't published packages for oracular (https://code.launchpad.net/~kivy-team/+archive/ubuntu/kivy/+packages). In fact, the latest Ubuntu release it is available on is 23.10 (Mantic). You may need to contact the PPA team to enable builds for more releases.
