Secondarily to the request/points above, I'd like to ask for the
following, to make the SRU bug template easier to understand for
reviewers and the SRU team.

Improve the Impact section with the user-facing effects of `openvpn 
--show-ciphers` returning no algorithms.
For example, in this case, it seems the user cannot establish a VPN connection 
at all in FIPS mode, correct?

Improve the Test Plan with tests in 1) FIPS mode _and_ 2) non-FIPS mode
(to ensure no regressions in both modes), covering not only the
synthetic test-case with `openvpn --show-ciphers`, but regular/practical
usage (e.g., establish vpn connection and access something over it).

Improve the Regression Potential section with function names, ie, something 
more concrete than 'the function / changed / this one / previously used 
function' which might be a bit confusing.
(But this one can certainly wait for the clarification from Tobias/Henry above, 
in case the patch might change.)
