It's not clear to me why you report a bug against the release upgrader
here. It seems the Vivaldi source you added is missing a Signed-By
entry, but that is a local configuration issue that you need to fix, or
a file delivered by vivaldi as part of a package that they need to fix,
to include the Signed-By configuration.
