* Resolve ftbfs caused by 32-bit openmpi transition (LP: #2083291):
- d/rules: fix test skipping logic.
- d/rules: use a simpler memory manangement system for PMIX
to avoid crashing the RISC-V emulator
- d/p/test_32bit_mpich_init.patch: add a patch to fix MPI init
failure.
