Public bug reported:

This is an upgrade of an in-use system. Docker was removed and purged as
it was from a non-ubuntu source (the main docker website).  The do-
release-upgrade tool says to remove PPA's but none are in use. There's
no clear direction about the error or which packages may be a problem.
