Ubuntu 18.04 (bionic) reached end-of-standard-support on May 31, 2023.
Probably just a bad download and not a bug in Ubuntu and
apt-get clean
apt-get update
apt-get install gnome-inital-setup
would have resolved the issue.
Closing as 'Invalid'
