For the moment, it seems possible to use the version released in
oracular, at least there are no problems with the dependencies:

# dpkg -l php8.3-ds
Desired=Unknown/Install/Remove/Purge/Hold
|
Status=Not/Inst/Conf-files/Unpacked/halF-conf/Half-inst/trig-aWait/Trig-pendii
php8.3-ds      1.5.0-1ubuntu1 amd64        PHP extension providing efficient
data structures for PHP 7
|/ Err?=(none)/Reinst-required (Status,Err: uppercase=bad)
||/ Name           Version        Architecture Description
+++-==============-==============-============-===========================================================
ii  php8.3-ds      1.5.0-1ubuntu1 amd64        PHP extension providing
efficient data structures for PHP 7

See https://packages.ubuntu.com/oracular/php8.3-ds for the download
URLs.

But of course, this is no long-term solution for a long-term support
release, so a backport to 24.04 would be very much appreciated.
