In 24.10, the systemd-cryptsetup tools were split into a separate
package[1]. The main systemd package has Suggests: systemd-cryptsetup
(rather than a stronger Recommends: relationship), and it is not
installed by default on installs/upgrades.

Installing systemd-cryptsetup sounds like the correct workaround for
this.
