I have the same issue on a Dell OptiPlex system that originally came with Ubuntu 20.04. It ran fine under 22.04, but shows the issues described since I upgraded to 24.04.
I can confirm that some Gnome applications and Firefox seems to be affected. Gnome terminal in particular freezes each time a new window is opened. Firefox freezes almost constantly, and is pretty much unusable. Gnome settings and system updater are also affected. A bunch of third- party applications like QtCreator, RStudio, Zotero, Google Chrome etc. seem unaffected.
