I've certainly seen Kodi hang around for quite a while after quitting
(or even take ages to quit in the first place). However, I've also
observed that previously on jammy (I'm fairly sure this isn't new to
noble) and, tellingly, if I rename ~/.kodi to reset it to a "base" state
with no addons, it always quits (fairly) promptly. Hence I've generally
put this down to "some addon I've installed being tardy".

If this can be reproduced with the base install (with the default
addons) then it's a valid bug for the kodi package. If it's down to a
specific addon which isn't part of the base install, then it's best
filed with that addon's repository (if possible).
