[Impact]
Navi24 (specific customer SKU of RX6300) had problems with lighting up display 
on 6.8 kernel.

[Fix]

Mario@AMD looked at issue and it is caused by this commit in 6.8-rc1:

e57cd73f971194e94bc42d57b9fcb184c93a8754 drm/amd/display: Optimize fast
validation cases

It has been fixed by this commit in 6.9-rc1:

f0ec30549a2b ("drm/amd/display: Ensure populate uclk in bb
construction")
