"browser.download.force_save_internally_handled_attachments" does seem to fix the problem only on that system. Then logging in on PC_A signatures are shown. Logging out on PC_A and logging in on PC_B, signatures are not show. Logging back in on PC_A signatures are back. So this does not fix the problem as a whole, but it seems to be related somehow.
