As I tested so far - only with drivers from AMD website you can enable Compiz. I don't know why.
Also a workaround (ONLY ATI CARDS!!) for No Direct Rendering after FGLRX install -> Press Ctrl + Alt + F2. then login, type : aticonfig --initial -f and press Enter, then type : aticonfig --overlay-type=Xv and press Enter, then type : shutdown -r now and press Enter.
