Thank you, Stuart for both the clues and the reminder that with a free,
open source project, a little patience goes a long way.

What worked for me:
sudo apt remove kubuntu-settings-desktop
sudo do-release-upgrade -m desktop

This ended in a reboot. When it came back, the login screen was frozen.

I think you don't need to do what I did next:
control+alt+f1
login
sudo apt install kubuntu-settings-desktop
sudo reboot

Because when it came back, the login screen was still frozen. But after
a minute or two I guess whatever it was timed out, a new logo appeared,
and I was able to log in like normal.

So, give it a try, folks:
sudo apt remove kubuntu-settings-desktop
sudo do-release-upgrade -m deskt

Thanks again, Stuart, to you, all the contributors and maintainers, and
all the users who make this software experience the best it can be.
