FWIW, the message in the "terse" UI in 2.9.x is "Not upgrading yet due to phasing:"
It's a particular challenge to get it into terse UI, as we need to start with a verb in progressive form (well here it's negated), stating the action we will (not) take. Though arguably it has a second form. If we start with an adjective, it states a notice about something related to the transaction that will not take effect such as "Suggested packages".
