Ran a full do-release-upgrade cycle on the Zero 2W according to the test plan above and with noble-proposed pinned for flash-kernel, everything worked perfectly. Additional verification on noble performed on a Pi 4 8GB, Pi 400, and Zero 2W (separately from a fresh noble install as well).
