It has no reverse dependencies and I don't think there is benefit to
adding an Ubuntu delta to keep a package around when it appears like it
will be removed from Debian soon.

I think the fix you are talking about is for
https://salsa.debian.org/med-team/libsis-jhdf5-java/-/merge_requests/1
but the Debian removal bug is for https://bugs.debian.org/1078968
