You have an unsupported DKMS module (nvidia-fs/2.22.3) installed which
break the installation of the kernel headers package. Not sure where
that pcackage is coming from. The version in the Ubuntu archive is
2.14.14~12.0.1-4build4:
https://packages.ubuntu.com/noble/nvidia-fs-dkms
You should use that.
