You have an unsupported DKMS module installed that prevents the
installation of the kernel header package.
You need to remove that DKMS package. Also check if amdgpu is
blacklisted (/etc/modprobe.d/blacklist-amdgpu.conf or something). Remove
that as well.
If you have ROCm installed, check this bug 2080823.
