An additional observation that seem to support that there are indeed two subsystems which monitor the "Caps Lock" state, is that the PAM auth dialog seems to have the same state as the lock screen, i.e. the opposite of the DE state. So at each PAM/sudo auth (I normally use fingerprint reading) where I have enter my password, I first have to switch the state of "Caps Lock", and then switch again for regular desktop use.
