I am not aware of such a change being made recently, at least I certainly did not make such a change over the last 12 months I've been involved with GRUB maintenance in Ubuntu. I think the menu is still supposed to show when you have os-prober entries for other OS entries, and you definitely not have to manually edit grub defaults to have a dual boot menu. Last time I've tested this behaviour did work. If it does not work like that anymore, that's an unintentional regression that needs to be reproduced and fixed.
