This might fall outside the ownership of this specific bug, but I can
reproduce using putty on windows and SSHing into a fresh install of
Ubuntu 24.04 with byobu-enable with the following steps:

1. Connect via putty 
2. Run any command (e.g. `ls -la ~`) such that the "previous command execution 
time" is present
3. Press up-arrow to bring the previous command 
4. [this isn't consistent every time, but happens very regularly] pressing keys 
like Home (to go to start of command) or down (to go to a different command) 
seems to trigger the "corruption" as mentioned in other comments

Sorry I don't have more concrete STR.

Updating bashrc as mentioned in comment#7 does seem to fix the problem
(by removing the timer).
