Public bug reported: On the Ubuntu 24.04.1LTS installer, on the Manually-Partition page, there is no way to set up a partition to host the UEFI boot loader, if it doesn't already exist.
When you add a new partition, the only formats available are EXT4, etc. But what format should we choose for the UEFI boot partition? There doesn't seem to be one (or if there is, it's certainly not at all clear). This should be fixed. It's a show-stopper. It prevents you getting past the manual-partition page, unless you are lucky enough to already have such a UEFI partition on your HDD.
