Yes it's the same problem again:

So it sounds like legacy KMS is implemented as a layer on top of atomic
KMS. That's not unusual but does mean there's no escaping any bugs in
the atomic KMS implementation.

I can only suggest trying an older Nvidia driver like 535 (if your card
is old enough to be supported by it). But beware of bug 1975650 if it
stops working after changing drivers.
