  I have a machine with a serial attached precision reference clock with a
  pps accuracy of +/- 1 nanosecond that I have been using as a stratum 1
  ntp server for years.
  
  Upon upgrading from 22.04.4 LTS to 24.04.1 LTS ntp went insane.
  
  ntpq -p shows:
  
  xNMEA(0)         .PPS.            0 l   12   16  377   0.0000 -96.8229
  0.5427
  
  Previously that 'x', which means the source is being rejected, was 'o',
  which means the source has pps, and the offset, which now shows as -96
  milliseconds was under 1 millisecond.
  
  From syslog:
