Public bug reported: Offline updates is not offline!! It fails when network is not available. (See below.)
It seems to me that attempts to reach the network before bootup, which would include setup of any network monitoring tools, should be considered a security vulnerability. In my case the network is not available because I have a VPN which shuts off network access until it's set up; but it might fail for other reasons. Then it gives a failure message that goes by too fast, before shutting down.
